In order to improve the effectiveness of NVNONN knowledge associations, Mr. Pham Huy Hoang – Chairman of Vietnam Innovation Network in Europe proposed that representative agencies abroad (Embassies, Trade Offices… .) together with the Ministry of Foreign Affairs, the Ministry of Science and Technology and the Ministry of Planning and Investment, need to coordinate to prepare and promulgate documents guiding the establishment of intellectual associations abroad and support mechanisms. For example: “Handbook for establishing and operating Vietnamese intellectual associations abroad”; Official connections from Vietnam with intellectual associations need to be implemented systematically and synchronously, depending on the field of activity, through Memorandums of Understanding and Cooperation Commitments.
