Belonging to the Vietnam Innovation Network and an initiative of Minister of Planning and Investment Nguyen Chi Dung, the VINEU network is a non-profit organization established with the purpose of gathering and connecting intellectuals, Vietnamese experts participate in promoting and developing innovation and science and technology activities between Vietnam and European countries, contributing to the sustainable development of Vietnam.

To date, the Vietnam Innovation Network has more than 1,000 members in 20 countries and 4 component networks in Germany, Japan, Australia, and Korea. VINEU is the 5th component network of the Vietnam Innovation Network to deploy connection activities and support the National Innovation Center to more effectively access innovation ecosystems developed countries in the world.
Giving the direction of the network in the coming time, Minister Nguyen Chi Dung requested members to actively participate in building a Vietnamese intellectual community based on coordination with embassies, youth associations, and students.
